This petition calls to amend the Controlled Substances Act to exclude industrial hemp from the definition of “marihuana.” To define “industrial hemp” to mean the plant Cannabis Sativa L. and any part of such plant, whether growing or not, with a delta-nine tetrahydrocannabinol concentration (THC) of not more than 0.3 percent on a dry weight basis. Also, to deem Cannabis Sativa L. legal when meets the concentration limit (under 0.3). Legalization of hemp agriculture allows a person who grows or processes hemp for purposes of making industrial hemp or products in accordance with state and federal law. Hemp is a commodity similar to cotton, but much stronger as a textile and much more versatile as a plant. Hemp can be farmed with little or no chemical fertilizers. Hemp is a sustainable, natural resource that can replace harmful industries that promote deforestation, strip mining, paper pulping (killing trees) and fracking for petroleum. Hemps many uses include biofuel, plastics, paper, textiles, medicines, fatty acid supplements, CBD supplement, beauty products, and building materials, etc. Hemp cultivation and Industrial Hemp products have all been outsource to China because it is illegal to cultivate hemp in the U.S.
It is time to give some jobs back to American Farmer’s and American Entrepreneurs who create jobs. Hemp can be responsible for revitalizing American Agriculture for the American Farmer. Once hemp agriculture is legalized hemp can generate a new agricultural based economy. Hemp can be allowed to outcompete corn as a source for biofuel, and out compete cotton as a textile. Hemp can finally expect a level playing field and it will dominate American Agriculture for the next millennia.
History will prove us right. It is only a matter of time now.
